Public Hearing on Draft Air Permit for Air Pollution Control Equipment at Saint-Gobain Performance Plastics and Information Meeting to Provide Update on Southern New Hampshire PFAS Investigation
Concord, NH – The New Hampshire Department of Environmental Services (NHDES) invites the public to a public hearing on a draft air permit related to the installation and operation of air pollution control equipment at Saint-Gobain Performance Plastics Corporation in Merrimack. Following the conclusion of the public hearing, NHDES staff will provide an update on the Saint-Gobain site investigation activities and the response to assessing drinking water impacts relative to the new Per- and Polyfluoroalkyl Substances (PFAS) drinking water standards (MCLs) and Ambient Groundwater Quality Standards (AGQS). Residents from all of the impacted communities (Bedford, Litchfield, Londonderry, Manchester and Merrimack) are encouraged to attend.

Background on draft air permit:
NHDES has prepared a draft air permit along with supporting documents related to the installation and operation of air pollution control equipment at Saint-Gobain Performance Plastics Corporation, 701 Daniel Webster Highway, Merrimack, New Hampshire. Pursuant to RSA 125-C:10-e, Requirements for Air Emissions of Perfluorinated Compounds Impacting Soil and Water, Saint-Gobain submitted an application for the construction and installation of a regenerative thermal oxidizer as best available control technology for emissions of perfluorinated compounds and precursors.
As a requirement of the air permit regulations, NHDES published a public notice inviting comments on the draft permit in the New Hampshire Union Leader and the Merrimack Journal on October 4, 2019. Written comments filed with the Director in accordance with Env-A 621.06, and received no later than 4:00 PM on Monday, November 18, 2019, shall be considered by the Director in making a final decision. Written comments on the draft permit can be submitted by mail at the address below or sent via email to Catherine Beahm (email@example.com). All comments received prior to the deadline will receive the same thorough consideration. Attendance at the public hearing is not required to submit written comments.
A public hearing on the draft air permit has been scheduled for Tuesday, November 5, 2019 at 6 p.m. at the James Mastricola Upper Elementary School. Due to the special nature of the hearing, the Commissioner has designated a Hearing Officer to preside at the hearing. The Hearing Officer will ensure the orderly presentation of public comments and will ensure that everyone who wishes to comment will be allowed.
